Civil Society Institutions in Russia: Current Status and Future Development

Abstract: The appearance of the concept, meanings, and types of institutions of civil society is quite common in the scientific literature. However, these works are mostly focused on dogmatic topics; the particular people’s associations that exist in the Russian Federation and their derivative components, as a rule, remain outside the scope of research. The purpose of the conducted research was to highlight and describe the most significant institutions of civil society at the domestic level, as well as to identify possible trends in their development. The objectives of the study were to briefly review the main ideas of civil society from the moment of their origin in Russia to the present days; to determine the content of the concepts of ‘civil society’ and ‘institute of civil society’ in relation to the article presented; to analyze the significance of a number of people’s associations and their derivative components for the development of civil society; and to highlight the prospects of domestic civil society institutions. The methodological basis of this work was represented by dialectical materialism as a universal method of cognition. The following general and specific scientific methods such as analogy, observation, description, modeling, historical and legalistic research methods were also used in the study. Resting on the research of a numerous scientists, investigative journalists reports and personal practical experience, the authors came to the following conclusion: the fundamental institutions of civil society in the Russian Federation are represented by non-profit organizations, the media, scholars associations, as well as by various forms of social activity focused on the implementation of human and civil rights; it is also fair to assume that civil society institutions will partly change and increase their influence on the power structures in the future.

The Unity of Spiritual Values of Russian Nations as the Common Platform for the Construction of Russian Identity

Abstract: Purpose of the study: In this study we consider the problem of search for consolidating values of Russian society in conditions of deep socio-cultural split. The absence of common spiritual guidelines system is accompanied by development and reproduction of social anomie that threatens spiritual security of Russian society and may lead the country to disintegration. In this regard, there rises a problem of Russian identity formation in order to integrate the society on the basis of common spiritual values. Methodology: The methodological basis of this study is provided by civilizational approach to identify the system of spiritual values that will become the basis for construction of Russian identity. Geopolitical approach is methodologically significant to study the specificity of Russian identity. This approach also has some grounds for consolidation of Russian society. According to geopolitical approach the citizens' views on the status of the country in international community and its role in international politics are the basis of Russian identity. Results: We conclude that the basis for the modern Russian identity formation in its national and state dimension should be not only an appeal to the heroic past of the country, but also to the pride of the present and clear idea of the future. The modern system of spiritual values capable of consolidating the Russian society should be, first of all, based on the values of citizenship, justice, and welfare of the population. Applications of this study: The results show that overcoming the socio-cultural split of the Russian society is quite a complex process, which involves rethinking the cultural imperatives of state's political system functioning, formation of trust in political institutions, transformation of the citizens' ideas about the state, revival of national history, and understanding of the country's role in the modern world. Novelty/Originality of this study: The increased attention to the problem of Russian identity construction takes place due to the serious challenges of the present, including preservation of national sovereignty and integrity of the country, ensuring its spiritual security, overcoming the prolonged crisis of the Russian economy, formation of new political and civil institutions. To actualize the search for spiritual integrators able to become a powerful resource for consolidation of the modern Russian society we need to understand that development of the country is possible only on the basis of clear collective understanding of its past, present and future.

Abstract: Purpose of the study: The relevance of the study is conditioned by the fact that first-year students find themselves in a completely new and unusual for them social conditions, and very often, the process of adaptation to them is unconstructive. It is important for teachers and psychologists not only to create conditions for the effective development of the adaptive potential of the student's personality, but also the conditions for changing the negative personal characteristics that can cause students dis-adaptation and hinder the effective process of their professionalization and socialization in the future. The article aims to study the features of reflection, self-actualization and creativity of first-year students associated with their socio-psychological maladjustment. Methodology: The leading theoretical method for the study of this problem is the content analysis of scientific works related to the problem of research, allowing a comprehensive analysis of the factors associated with the problem of socio-psychological maladjustment of first-year students. Empirical methods were the study conducting using valid diagnostic techniques corresponding to the purpose of the study, statistical analysis and generalization of the results. Results: The article presents the results of an empirical study of the features of reflection, self-actualization and creativity in socially and psychologically dis-adaptive first year students at the University. It is established that the socio-psychological maladjustment of first-year students can be caused by various factors at the physiological, social and psychological level. Applications of this study: The materials of the article are of practical value for the development of psychological and pedagogical programs aimed at increasing the adaptive potential of students in the process of studying at the University. Novelty/Originality of this study: One of the main factors contributing to the appearance of the socio-psychological maladjustment is the lack of constructive systemic reflection, values, skills and aspirations of the self-actualizing personality, as well as personal and social creativity, motivation for self-improvement, self-realization and self-development, skills of setting and achieving goals, understanding life prospects and the ability to adequately and creatively behave in a situation of uncertainty in social interaction.

Formation of a Future Primary Teacher’s Communicative Competence

Abstract: Purpose of the study: The topicality of the given research is due to the modernization of the teachers’ social functions, the changing of the system of values that characterize the readiness to make decisions, the development of individuality and the thinking style of modern teachers, the increasing of the requirements for the training of future teachers in the Pedagogical University, the need for meaningfulness of professional self-determination and mastery of professional competencies. The purpose of the article is to identify the factors that contribute to the formation of communicative competence of future primary school teachers. Methodology: The leading method in the study of this problem was the monitoring of communicative competence, which allows the teacher to identify and compare changes in communication skills and abilities, which occurred in the control and experimental groups. Results: The article defines the content and structure of the concept  "professional competence of the teacher"; communicative competence is presented as a key component of the high professional level of the teacher of primary education; the analysis of the structure of communicative competence, including such components as communicative knowledge, skills and abilities, as well as three levels of formation of communicative competence of primary school teachers; the meaning of the concept of pedagogical communication based on the analysis of different approaches to identifying the relationship of the concepts of "intercourse" and "communication»; it shows the efficiency of use of means and methods of formation of future primary teachers’ communicative competence, such  as: modeling of role-playing games, discussions, a method of projects, methods of training of studying, cognitive behavioral therapy, humanistic traditions; it contains the program, that was developed, and training of the future primary teacher’s  communicative competence that was realized; it  proves that communicative competence demands the corresponding system of preparation, realization of system and integral approach in the educational process. Significant attention is paid to the formation of students ' motivation to develop a culture of communication, involvement of students in the process of speech communication and activities close to the conditions of the school, the use of dialogue forms. Applications of this study: The materials of the article are of practical value for University teachers, bachelors, masters, postgraduates for use in research and in the educational process, and can be used as the basis for the Programs of institutions of additional education. Novelty/Originality of this study: The novelty and originality of the research lies in the fact that it is the first development of the didactic component of the educational system of the University in terms of the formation of the future primary teacher’s communicative competence; it uses an integrative approach to learning, which allowed the most in-depth approach to the issues of interaction in society and the formation of the participants’ skills of interpersonal relations and culture of communication; it discloses the possibilities of the process of formation of communicative competence, which allow to establish pedagogically appropriate relations with the participants of the educational process, creating a favorable socio-psychological climate in the educational team.

Abstract: Purpose of the study: The main purpose of the study is the need to analyze the main problems and ways of modernization of the system of secondary vocational education in the Russian Federation, and disclosure of the relevance of scientific and methodological support of teachers and trainers of industrial training to implement the new requirements of the Federal state educational standard, professional standard and international competition WorldSkills. Methodology: The leading research methods were theoretical analysis, review of the scientific literature, the method of analysis of the pedagogical experience of educational institutions of secondary vocational education, comparative analysis and interpretation of the results of the work carried out. Results: The study revealed that due to the increasing need not only for acquiring, but also for advancing the best world practices and standards in vocational education in the context of modern updated technological conditions for professional work of personnel, it is necessary to improve the quality of the scientific and methodological direction of work for which unfortunately enough attention is not being paid today. Since the implementation of new educational standards, professional standards, and accelerating competition in the international championship WorldSkills, open results of demonstration examinations of College graduates are motivating factors for teachers of the vocational training on the continuous development of new professional skills, updating knowledge, and achieving a high level of professional skills in their field. Applications of this study: The practical significance of the materials of the article lies in the use of the results and research materials in the management of secondary vocational education, the organization of scientific and methodological work in secondary education, and updating the importance of scientific and methodological support. Novelty/Originality of this study: The novelty of the research lies in the fact that the problem of gap between theoretical knowledge and practical skills in the current activities of the teacher has been recognized, and ways of solving the problems have been identified through improvement in the quality of the scientific and methodological support of teachers and industrial trainers, organization of additional continuous education for industrial trainers, by changing their functional duties and conditions, and providing remuneration, and modern equipment of training and production workshops, increased funding of the material and technical base of educational organizations.

Problems and Prospects for the Development of Ecological Tourism in the Russian Federation

Abstract: Purpose of the study: The purpose of this study is to identify the problems and prospects for the development of ecological tourism in the Russian Federation. The content of the concept “ecological tourism” is disclosed and the reasons for the growth of its popularity in various countries in recent years are shown. Methodology: The leading methods in the study of this problem were the methods of bibliographic search, theoretical and empirical methods, the method of consolidation and synthesis of research results, methods of expert evaluation and comprehensive analysis of problems. Results: The results of the study are that, based on a study of statistical data, the place of Russia in the world in the development of ecological tourism and specially protected natural territories has been determined. The large resource potential of the Russian Federation in terms of the development of ecological tourism has been substantiated, and a number of especially unique natural objects recognized as UNESCO World Heritage sites have been characterized. The authors identified a number of problems and promising areas for the most effective development of this type of tourism. The role and importance of environmental tourism as a locomotive of the socio-economic development of many remote regions of Russia, which do not have a powerful industrial base, but have a unique natural potential, are revealed. Applications of this study: Practical application of the results of this study is possible in the development of regional and municipal tourism development programs, as well as the formation of regional tourism products. The originality of the study is determined by an integrated approach to the study of the problems and prospects for the development of ecological tourism in the Russian Federation, including at the level of regional and municipal entities. Novelty/Originality of this study: The novelty of the research results consists in substantiating the reasons for the intensive development of ecological tourism in the world and in the Russian Federation, the conditions for the effective development of this type of tourism, promising directions for the development of ecological tourism, as well as the problems and priorities for the development of ecological tourism in the Russian Federation.

Abstract: Purpose of the study: The purpose of the article is to conduct a historical review of the development of the global trend towards the creation of physical culture and sports systems aimed at increasing the number of citizens who systematically engage in physical culture and sports, the formation of the population's conscious needs for systematic physical culture and sports, physical improvement and healthy lifestyles in Russia, Germany and Austria. Methodology: The leading research methods were a theoretical review of historical and pedagogical scientific literature on the topic, a comparative analysis of physical culture and sports systems in Russia and foreign countries, and generalization and interpretation of the materials studied. Results: The main results of the article which were obtained in the course of the study are the historical analysis of the development of the GTO complex, differentiated by years and the main directions of state policy in the field of physical culture and sports, the disclosure of changes in the goals and objectives of the GTO system at various historical stages of the country, and the analysis of the modern GTO system. Applications of this study: The practical significance of the article is to develop the stages of development of GTO in the context of socio-economic conditions and political situations in the country, recommendations for improving the basic principles, and approaches to the GTO system in the context of new global trends to improve the quality of life, a healthy lifestyle, and active longevity. Novelty/Originality of this study: The novelty of the research is that data were obtained on the historical stages of the development of the GTO in Russia; the physical culture and sports systems of Austria and Germany are analyzed; it was found that the mandatory delivery of the GTO standards is not a leading factor in improvement of the well-being of the population, but it is necessary to increase motivation and encourage the population to maintain a healthy lifestyle, active recreation based on training for independent physical education and sports, and the formation of a conscious attitude towards their health.

New Technological Solutions for the Production of Planting Material of Grapes

Abstract: In order to develop new technological solutions, experimental facilities for accelerated reproduction of grapes and other crops have been created. In microtelco installation in a single technological cycle is the stratification, cultivation, thermotherapy. In addition, the plant can saturate the cultivation of vaccinations and seedlings with the necessary nutrients. The support of polymer materials for the cultivation of seedlings in the bottom, planting them in a permanent place, placement and retention of the sleeves and the growth in the plane of the trellis. The new method combines previously separated elements of the technology of their production from the cultivation of planting material to the operation of fruit-bearing plants in a single technological cycle, in order to exclude a number of operations for the care of plants, protecting them from adverse weather factors, pests and diseases, mechanical damage.

Discrepancy Evaluation Model For Human Resources Health Placement  Evaluation At The Puskesmas

Abstract: This study aims to evaluate the implementation of the Regulation of Minister of Health (RMH) of Indonesia Number 75 the year 2014, as the basis to recruit health care worker of Puskesmas (Community Health Center). The method of study used the Discrepancy Evaluation Model by Malcolm Provus. The informants are the official of the Office of Health at Banjarbaru City, the official of Puskesmas, and the community. The research focused on planning, recruitment, selection, placement, and empowerment. The conclusions of the research is 1) planning, there was no gap or discrepancy between the S (Standard) of the ministerial health policy and the P (Performance); 2) recruitment, there was a gap or positive discrepancy; 3) selection, there was a gap or positive discrepancy; 4) placement, there was a gap or positive discrepancy; 5) empowerment, there was no gap or discrepancy, which means adequacy occurred between standard and performance.

Model of Dispute Settlement over Natural Resources in Lore Lindu National Park

Abstract: The specific aim of the research is to identify and analyze how local people could comply with both state law and customary law, and then find an ideal model of dispute settlement over natural resources. The research method used qualitative research with the socio-legal approach. Data collection techniques used is observation, in-depth interviews and focused group discussions. The research involved some key actors and some informants as a source of data and information up to 260 respondents. Data were analyzed based on qualitative analysis. The research found that indigenous people legal behavior tend to refused or unobeyed regulation or government policy settling their conflict rather than their local wisdom. Actually, a model of dispute settlement over natural resources has been used for a long time ago in surrounding the Lore Lindu National Park; they have Baruga and Lobo as a court that conducting a serial court session to find the final decision. These models consist of eco-values that exercised to make a balance between human and nature interest toward equal rights for use and sustainability for natural resources.

Design-Oriented Education Environment as a Means of Improving the Quality of Undergraduate Education in Terms of the Competency-Based Approach

Abstract: With the modernization of higher education, the pedagogical environment, both internal and external, assumes a major significance in training programs including a creative component. The objective of the study is to provide a theoretical and methodological substantiation of the design-oriented education environment as one of the means of improving the quality of undergraduate education. As part of the theoretical analysis of the methodological framework of the issue reflected in 40 academic sources, different interpretations of the notion “education environment” are given within the context of the environmental approach to education. Organizational and conceptual, socio-psychological, discipline-based and spatial resources are shown among the most significant ones. The questionnaire study conducted among seventy-six 1st, 2nd and 3rd-year students revealed a positive trend in all measures of student satisfaction with their learning activities: satisfaction with educational content, the educational process, interactions with fellow students and teachers as well as satisfaction in terms of daily life and health. Analysis of the results of students’ and teachers’ activities showed a positive trend in the impact of the quality of the design-oriented education environment on indicators of success. This study resulted in improved quality of training of prospective teachers and their adaptation in the educational context.

Abstract: At present the Kyrgyz Republic’s key task is the transition to a model of the dynamic, stable and steady economic growth, which is based on enhancement of the state’s role, economic competitiveness. Those problems are the most important due to exceptional significance of a correct choice of the strategy and tactics of the social and economic development of the country in the mid-term and long-term prospects, a depth of transformation changes in the economy.  In view of this, it is important to determine the problems in sectors of the economy, which impede the country’s dynamic development. The first part of the article examines theoretical aspects related to a definition of the economic growth. The second part covers an analysis of problems in different economic sectors of the Kyrgyz Republic. On the basis of the developed plan the research’s main goal is to analyze the strategic development of the country’s economy. The research used the combination of quantitative and qualitative approaches, the use of a method of system analysis, classification and generalization. The article deals with the main working tools. Firstly, the use of an institutional approach in the research added a significant synergetic effect to it. Secondly, the processes of transformation of the social and economic system are considered by means of the basic notions of the economic growth very logically and regularly. Thirdly, acknowledgement of institutional changes in the market production relations in the economy being reformed as the dominant idea made it possible to sort out pressing issues, which address the tasks of optimizing the market transformation of the economy. The outcome of this article is revelation of the major problems in the key economic sectors of the Kyrgyz Republic and formation of theoretical and practical measures to solve them, which, in the long run, could exert its positive influence upon the political and economical situation in the republic.

Agrobiological Characteristics of Aftermath Ability and Shoot Structure in Cultivation of Fodder Sorghum

Abstract: The article presents long-term results of the study of the aftergrowth mechanism depending on the morphobiological parameters of the structure and development of fodder sorghum plants, the time of cutting, cutting height, application of mineral fertilizers and other technologies of sorghum crops cultivation. The aim of the research was to study the agrobiological characteristics of aftergrowth and the shoot structure of crops of sugar sorghum, Sudan grass and sorghum-Sudan hybrids in conditions of gray forest soils of the south-western part of the Central region of Russia (Bryansk region). Research methods include field, laboratory and statistical methods. Four types of aftergrowth have been identified: 1) - formation of new shoots from the buds of the tillering node (mesocorm); 2) - formation of new shoots from the uncut first (lower) internodes in the leaf axils; 3) - growth of shoots whose apical point was untouched during cutting (from uncut short shoots); 4) - from the meristem tissue of cut shoots through their reproduction. According to the aftergrowth ability, a group of grass sorghum with good aftermathability and sugar sorghum with slight aftergrowth of the shoots can be singled out. The magnitude and differences in the aftermath yields are associated with the phytomeric structure of the sorghum plant shoots that grow and develop their primordia due to the activity of the apical meristem. Prevalent in the pastures of the studied genotypes of sorghum were generative, elongated vegetative and lateral aerial shoots with a complete and incomplete development cycle. The formation of a greater number of lateral aerial shoots (with branching) and shortened shoots was observed in plants on fertilized variants, especially those treated with nitrogen supplements. Prevalent in the aftergrass pastures of Sudan grass and a sorghum-Sudan hybrid were elongated vegetative shoots with a high proportion of leaves from 45 to 57%. When cut at10–12 cm, a more intense aftergrowth of grass sorghum was observed. The yield of the aftermath of the sorghum and sorghum-Sudan hybrid was on average 14.3–22.7% higher than by a low cut (5–6 cm). The maximum yield of dry matter of more than 15.0 t/ha was obtained using the aftermath of Sudan grass.

Abstract: The article presents an analysis of the specific character of the local self-governance in the Republic of Serbia. The main technique of the research was the system method, which allowed analyzing the significant role of local self-government in the system of public authority in Serbia. As a part of the study of the institution of local self-governance in the Republic of Serbia, the author came to the conclusion that, on the one hand, its modern constitutional-legal regulation in Serbia revived the traditions of local self-governance laid down by the 1888 Constitution of the Kingdom of Serbia, and on the other hand, it fully meets the demanding requirements imposed by the 1985 European Charter of Local Self-Government.

The Relationship Between Psychological Dependence and Criminal Behavior

Abstract: Crime is known to be the result of interaction between internal psychological processes, on one hand, and external objective-related factors, on the other hand. At the same time, criminologists and forensic psychologists have not yet conducted in-depth research into the psychological mechanism of communication between the individual and the situation at the time of the crime. The present study takes an interdisciplinary approach, drawing from philosophy, psychology, sociology and criminology, to examine criminal behavior through the prism of a phenomenon known as psychological dependence, which determines the perception and assessment of a specific life situation as a problem (conflict) and actualizes harm-doing as a means to overcome it. In the context of psychological dependence, the basic premise is that a crime is committed because of the manifestation of specific personality traits and the influence of a specific life situation.

World Conscience. Model of a Social Crystal

Abstract: In this paper we will try to verify the hypothesis about the synergy of the systems of man and humanity. This makes it possible to put forward the following hypothesis: about the possibility of the appearance of the World Conscience - the next level of human rationality. One indication of this is, we believe, the structuring of humanity in the form of an “aperiodic social crystal”, the concept of which was introduced by Erwin Schrödinger. This model defines the essence of the social element, while its being is determined by another model - the model of a nonlinear oscillator (nonlinear pendulum). The model of human development is a system with feedback – the individual builds more and more complex social systems - actors which, in turn, build up an increasingly complex topology of consciousness, influencing the anthropology of man. The higher the number of social systems and the more complicated they are, the greater changes occur to the individual and the more intelligent the behavior of the actor becomes, which determines the importance of multiple social rebuildings, reformatting the “social crystal”, which Bruno Latour focuses on in his work “Rebuilding the Social” (5). But only through just increasing the number of rebuildings it is impossible to accelerate the evolution, since in the model of a nonlinear oscillator there are several parameters defining it. This model contains both the principle of the appearance of the actor, and the time of its necessary existence - the time of its adaptation by the universe.

Abstract: The relevance of the study is due to the trends of mass migration of daily educational operations of a University student into the virtual space of digital technologies, the transformations of dominant in the student environment of behavioral and cultural patterns, the spread of nomadism (electronic nomadism) as a new form of personality identity. These radical changes have a direct impact on all areas of student training and cause a mixed attitude on the part of the pedagogical community. The article, taking into account new trends in the transformation of the educational environment of the University reveals the pedagogic discourse of digital technology; the classification of risks and the benefits of digital technology in the preparation of the student is established. The algorithm of realization of advantages of digital technologies in innovative transformation of student training is proved. The effectiveness of the algorithm is proved by the results of monitoring of digital technologies’ implementation in the educational process of the University. The materials of the article will be useful in the development and use of instrumental platforms of digital technologies in the educational process of the University; recommended for teachers, methodologists, University managers and students.

Abstract: The relevance of the study is due to a set of problems that have arisen in the educational environment of the University under the influence of technological breakthrough in the life activity of modern civilization. The fundamental reasons for the transformation of the higher education system in all its segments are mainly determined by economic and technological factors. Economic factors of disruptive technologies are carried out at the expense of significant acceleration of production and increase of profit, quality of goods and services. In the context of technological factors, models of transformation of traditional educational reality with the help of virtual reality tools are used. Together, these processes creatively destroy the traditional norms and rules, values and educational reality of the University. To substantiate the theoretical and practical significance of constructing a model of the new educational reality of the University, corresponding to the principles of disruptive technologies, pedagogical modeling is used as a leading research method. The article reveals the features of disruptive technologies’ development, important for the transformation of the educational reality of the University; the priorities of disruptive technologies’ implementation in the virtual educational reality of the University. The structure and content of disruptive technologies’ virtual model in the construction of a new educational reality of the University. The effectiveness of the structure and content of disruptive technologies’ virtual model in the construction of a new educational reality of the University is proved in the process of experimental work. The materials of the article have practical application and can be useful in the development and implementation of various techniques and practices in virtual services and in the educational process. Abstract: The article studies the role of the ideological factor in improving the quality of municipal management in the Russian society. The authors dwell on the necessity for reconsidering the conceptually complex and contradictory situation that is connected to determination of relations of state management, municipal management, and local self-government. Though the legal acts establish the status of municipal management as a part of local self-government, it’s not being a part of the system of public authorities and connection to direct participation of population, development of municipal management in Russia is influenced by the ideological factor at the level of the liberal, conservative, and populist ideologemes. The research results show that the liberal model of municipal management was corrected in favor of “smart conservatism”, which reflects the social and managerial realis of the Russian society. The authors come to the conclusion that in the current situation the ideological factor plays a significant role in improving the quality of municipal management, has the role of a “filter” on the path of quick organizational innovations in the system of municipal management, which is connected to increase of the risks of populism as anti-system ideology and limited usage of the liberal model of municipal management as municipal corporation.

Abstract: The in-depth study on the role of leadership especially digital leadership on the creation of strategic alliance and dynamic capability has not being explored. Hence, the purpose of this paper is to examine what are the roles of digital leadership in developing strategic alliance and dynamic capability based on market orientation. We argue that digital leadership behaviors have a stronger influence on the development of strategic alliance to drive dynamic capabilities based on market orientation. A quantitative method is used comprising 88 senior leaders of Indonesian telecommunication. The purposive sampling methods is used with the statistical tool is Smart PLS. The findings confirm the significant influence directly and indirectly between digital leadership and the development of strategic alliance and dynamic capabilities based on market orientation. The study has practical implication to take the priority in developing of digital leadership in enforcing the transformation. the limitations of study could be identified as the sample, time and used statistical tools, hence the further study can be extended in term of sample quantity, time horizon to become longitudinal research.

Material Composition of Near-surface Section Dispersed Gases as an Indicator of the Genetic Heterogeneity of the Migration Hydrocarbon Flow

Abstract: The relevance of the work results from the insufficiency of criteria for assessing the oil-bearing potential of territories and local geological features while conducting land geochemical surveys. Geochemical surveys are aimed at identifying surface hydrocarbon anomalies, the genesis of which is associated with microfluid and diffusive migration from oil and gas deposits. However, as the evidence from practice shows, not all hydrocarbon anomalies on the surface identified by the quantitative criteria indicate petroleum accumulations within the earth. Therefore, when interpreting surface geochemical fields to find oil and gas deposits, it is necessary to take into account not only migration intensity indicators but also the material composition of the migration flow. The purpose of the work is to analyze the material composition of near-surface section dispersed gases and identify intercomponent correlations that would help to determine the genesis of detectable components. To solve this problem, the authors subjected core samples from shallow (up to 30 m) wells drilled in an oil and gas-bearing territory of the north of Western Siberia to thermal vacuum degassing and then conducted statistical processing of data on the content of gas components. The obtained results showed the genetic heterogeneity of dispersed hydrocarbon and inorganic gases in the upper part of the sedimentary cover.

The Physical Culture in the Pedagogical Process of the University as a Positive Image of the Students’ Worldview

Abstract: The article considers the importance of the physical culture in the pedagogical process of the university as a positive image of the worldview of students. There is an idea of the relationship between the value-semantic sphere and the sphere of human being and the periodic physical activity during the higher education. It is claimed that physical culture contributes to the development of initiative, responsibility, critical thinking and commitment of the student youth. It is considered that the worldview from the standpoint of the subjectivity of a person's personality, capable of influencing the sphere of being and its perception. It is emphasized that the qualities acquired by the student in physical education classes are one of the main ones in the course of socialization in the development of an integral worldview, the ability to adapt to the changing conditions of the surrounding life. It is pointed out that the formation of a world outlook within the physical education classes is possible only with a positive moral coloring of the perception of the need for exercises and maintaining an appropriate level of their own health.

Modelling and Optimization of Biomass Supply Chain for Bioenergy Production

Abstract: Biomass utilization in the generation of bioenergy and biofuels is promoted as a sustainable solution to decarbonise the energy sector. Effective management of biomass supply chain is pivotal to successful deployment of this energy-rich resource in the power sector. Using a case study in Malaysia where biomass feedstock sourcing problem is prevalent, a biomass supply chain system was proposed. Three important terminals were identified, namely; i) biomass supply point (BSP), where raw biomass materials are collected, ii) biomass processing facility (BPF), as the collection hub cum centralized conversion centre, and iii) biomass demand centre (BDC), where the processed biomass meets the end-use sectors. A new modelling approach was proposed to optimize the new BPF location with the objective to minimize total road travelling distance between each terminal. The results were compared with the other commonly used methods, namely centre of gravity and fuzzy clustering. The positive contributions of the proposed model in minimizing the overall logistic cost and CO2 emissions due to fuel consumption were discussed.

Comparative Analysis on Integrated Coal Transport Models in South Sumatra

Abstract: Among the implementation of sustainable development in Indonesia is the effort to achieve an efficient transportation system for freight. Coal is the most valuable commodity for economic activity in South Sumatra Province and become one of the biggest coal producers in Indonesia. Coal transport activity from the production site to port before being exported are mostly using land transport via highway in South Sumatra. They have various negative impacts such as traffic jam, fatal traffic accident and also pollution. This paper attempts to compare some possible coal transport systems in South Sumatra Province combining the available transport networks namely highways, railways and  waterways transport. Those possible integrated transport system model will be compared using cost calculation and technical aspect comparison analysis to measure the most system that supportive to sustainable development.  The result shows that transporting coal by integrated railways and river to mother vessel transhipment has the advantage of aspects of traffic disruption and damage to the environment for short term period. Meanwhile,  the coal transport of coal by railways directly to coal massive terminal servicing mother vessel transhipment has the advantage for long term period. This result can be used as the basis for policy making on how to utilize the potential waterways (river) as alternative freight transport system.

Abstract: The results of a study on the sustainable development of an urban municipality are presented in this article. The object of scientific work is the municipality of the city of Tyumen. The subject of the research is socio-economic and administrative relations that contribute to ensuring the sustainable development of urban municipalities. The purpose of the study is to develop recommendations and proposals for managing sustainable development of the city of Tyumen. The following hypothesis is put forward by the authors in this paper: there is an assumption that updating recommendations on the effective management of the sustainable development of the city of Tyumen in order to improve the state of the three aspects of sustainable development or to maintain them at an optimal level in the long term is an important principle of the administrative apparatus of the city. An optimal balance of economic, social and environmental condition of the city is possible with systematic management of these aspects of sustainable development. In this paper, the authors studied some methods for assessing the sustainable development of an urban municipality and proposed an improved method for assessing the sustainable development of a city. The authors also evaluated the sustainable development of an urban municipality using the city of Tyumen as an example. The activities and recommendations for managing the sustainable development of the city of Tyumen were proposed.

Mangrove Conservation Land Suitability Analisys Based on Environmental Carrying Capacity in Lombok Bay East Kalimantan, Indonesia

Abstract: The Lombok bay mangrove area of Kutai National Park in the East Kutai Regency should be evaluated on its carrying capacity periodically. This study objective was to determine and assess land suitability based on the vegetation condition and the mangrove forest environment carrying capacity. The sampling was carried out at 6 stations, each station consisting of 12 observation plots. The variables assessed consisted of the mangrove species number, the mangrove density and thickness, main substrate, tides, pH, current velocity and salinity. The suitability analysis is done by weighting and scores calculating based on the influence level of each variable. There were 12 mangrove species found, it was dominated by a few species, e.g., Bruguiera gymnorrhysa, Rhizophora apiculata, Rhizophora mucronata, and Sonneratia Alba. The results of the land suitability assessment for mangrove conservation are known to be classified as S2 (S2) with the limiting factor that needs to be improved is tree density, pH and salinity. From these results, the Lombok bay mangrove area should have been maintained as a conservation area or jungle zone in the National Park, although there was an insistence on regional development in the area and land use by the community.

Forecast of Boundaries of Hydrocarbon Deposit Productivity Based on the Data of Land Geochemical Surveys, Seismic Exploration and Drilling

Abstract: The relevance of the research results from the increasing complexity of the structure of hydrocarbon deposits, which are objects of exploration and development in Western Siberia. Exploration efficiency can be improved by using a technique able to provide fundamentally new geological information – a land geochemical survey detecting oil migrational hydrocarbons on the surface. The purpose of the work is to improve interpretational models used when integrating seismic and drilling data with detailed geochemical survey results. To solve this problem, the authors analyzed the results of geochemical surveys carried out in two areas. In one area, the investigation was aimed at identifying the type of the reservoir fluid content prior to drilling, on the other – at delineating a gas deposit. It was discovered that surface gas shows depended on the reservoir fluid content (hydrocarbons or water) and the vertical permeability of overlying rocks. The discovered local zones of­­­ active hydrocarbon migration show that cap rocks lose their sealing properties, which allows identifying lateral boundaries of trap productivity.

Role of the Regional Bureaucracy of East Java Province in Natural Disaster Management Policy Integrative Based on Community

Abstract: The management policy of handling disasters in East Java Province is still a concern. Therefore a new paradigm of disaster management is needed to overcome these problems. East Java Province, as one of the disaster-prone areas (± 35 District / City, BPBD 2009), with a vast expanse of nature and a relatively dense population, should not bet again on dealing with natural disaster problems. There are no other alternatives for The Regional Government of East Java, in addition to formulating a comprehensive, integrative and community-based natural disaster management policy and optimizing the role of the bureaucracy related to handling natural disasters. The research objective was to find guidelines or models for disaster management policies in East Java Province, especially in providing basic or minimal services in disaster-prone areas. Whereas long as the role of local government bureaucracy has not been optimally related to service in an integrative community-based manner. The nature of the research is qualitative descriptive with a grounded theory approach from Bysan. Data collection through in-depth interviews, FGDs, observations, documentation for almost eight months in Jember District and Malang Regency as a representation of disaster-prone areas in East Java Province. The results of the study were the role of bureaucracy in handling natural disasters in disaster-prone areas of East Java Province was not optimal, because the management policy of natural disaster management was still an instruction so that essential services had not been appropriately implemented. Cooperation between regions and between sectors has not been well implemented. So that a management policy model for handling natural disasters in disaster-prone areas is needed that is related to institutional and handling in areas prone to natural disasters in East Java Province.

The Impact of Economic Risk Factors on Industry Stock Returns: An Empirical Investigation in the UAE Stock Market

Abstract: This paper employs a multifactor pricing model to investigate the pricing of several local sources of risk factors and whether these factors explain the variation in the stock returns for the U. A. E. industries, and if so, to what extent. We examine returns of nine industries: banking, consumer staples, industrial, insurance, investment & financial service, real estates, service, telecommunication, and transportation for which data is available. Our results show that local sources of risk factors are very important in explaining the variations in the monthly excess return for the U. A. E. industries. Also, the local sources of risk factors and industry stock returns are found to be related. Local market excess return has major influence on industry returns for all industries investigated.

Abstract: This study is in line with the strategies identified in the Eleventh Malaysia Plan which targeting to raise the income and wealth of the below 40 percent household income group (B40) by developing community and social-based enterprises. Consistent with the strategies, the Eleventh Malaysia Plan also emphasis on the innovation aspect in expanding Malaysian economy towards a high income nation. In order to investigate the contributions of innovations to the community and social-based enterprise, this study aims to modeling the social innovation framework in the community and social-based enterprises. The census involves 84 enterprises in Setiu Wetlands area. However, after the screening proses, only 45 enterprises fulfill the characteristics of community and social-based enterprise. Our finding shows the similarity of social innovation and social enterprise as a means of easing social issues are through the fulfilment of the social needs, engaging in a process of continuous innovation and creating the social values.

In these conditions redistribution of part of expenses on protection and reproduction of natural resources between the entities of business activity, formation of bases of legal support of ecological entrepreneurship are represented by the major tasks aimed at the solution of ecological problems. In many foreign countries, such an effective legal anti-crisis tool is social entrepreneurship, in the model of legal support of which, environmental entrepreneurship is considered as one of the most important components. The purpose of the study: the purpose of the article is to identify trends and assess the prospects for the inclusion of environmental entrepreneurship in the Russian socio-entrepreneurial legal model. Research methods: empirical (comparative legal, description, interpretation); theoretical (formal and dialectical logic) research methods. The leading method of studying this problem is the comparative legal method. It is determined that, despite some similarities between the Russian and Italian models of legal support for the development of social entrepreneurship, the Russian legislative model does not provide support for social enterprises engaged in environmental entrepreneurship. Practical significance: the research consists in recommendations on the adjustment of the Russian socio-entrepreneurial legal model, taking into account foreign experience.

Abstract: Prior studies that dealt with corporate governance mechanisms have witnessed high significant that created some new trends. This study aims to be engaged in such trends through investigating the relationship between the board of directors as one of the corporate governance mechanisms and firm performance with the presence of managerial ownership as a mediating variable in Jordan as one of developing countries. This study used the panel data method to analyze data for a sample of 180 companies listed on the Amman Stock Exchange (ASE) for the period from 2009 to 2017. Three board of directors dimensions are employed, which are:  board size, board independence, and CEO duality, and mediating variable is managerial ownership. The current study used Tobin’s Q to assess firm performance. Meanwhile, the current study provides evidence that the mediating of managerial ownership has a significant negatively on the association between mechanisms of the board of directors, which are board size, board independence, and CEO duality with firm performance measured by (TQ). The findings of this study confirm empirical research continuing to find a new performance measurement to gain a real form of firm performance. Therefore, the evidence of this study provides empirical evidence to stakeholders, managers and interested parties to support them for its decision.

Abstract: Experiential value is a subjective and vibrant construct that differs among different customers and cultures. In relation to this, there is a need to understand Muslim tourists’ experiential values as halal tourism allows these tourists to fulfil religious requirements and obligations throughout their travels However, the dearth of information related to Muslim tourists’ experiential values prompted this paper to reveal events related to Muslim’s Halal tourism experiential values in order to ensure that Muslim tourists are met with Islamic attributes during their travels. This paper provides a systematic review of previous articles, books, and online news with specific focus on Muslim tourists’ experiential value, Islamic attributes and halal tourist destinations. The review findings suggest that tourists’ satisfaction is crucial in determining destination loyalty and the decision of revisiting certain destinations. Satisfaction should be used to assess performance of destinations’ products and services as Muslim tourists may take into account the availability of facilities tailored to cater their religious and personal needs but they will feel most satisfied when performance exceeds necessities.

Enhancing Strategic Positioning Through Marketing Engineering in Tourism Sector in Najaf City-Iraq

Abstract: This research aims to identify the role of marketing engineering as an independent variable through its dimensions (marketing data and information, marketing insight, decisions and implementation) in enhancing strategic position as a dependent variable by its dimensions (customer co-production, customer contact and service customization). After reviewing the literature and conceptual framework, two main hypotheses were assumed to test the correlation and regression relationships between the study variables. An empirical study approach was utilised. This study was applied in the tourism organizations in Najaf city in Iraq. The study population consist of (233) managers in the hotels and tourism companies, the questionnaire was designed for collecting the data, and was distributed to (178) directors, and only (163) of them returned it. Besides that, 46 questionnaires were excluded due to missing data. Hence, (117) questionnaires remained and used in the statistical analysis using the statistical program (SPSS.V.20). The results showed a positive relationship and effect between the variables and their dimensions. Based on the results, a number of suggestions were given for the necessity for the tourism companies to practice the dimensions of marketing engineering in order to enhance their strategic positioning, and achieve sustainable competitive advantage. The contribution by this study can be realized that this study was conducted in the tourism companies in the city of Najaf which is considered as one of the most cities across the Iraq embracing tourists and visitors from the Middle East each year. In addition, no research has been found that examined the role of marketing engineering in enhancing strategic positioning.

New Product Development for Food Restaurant: Competitive Advantage for Food Entrepreneurs

Abstract: The objective of this research is finding the variables which effect on new product development variables and customer satisfaction of new product development for food restaurant by using marketing mix model in Nakhonnayok Province of Thailand. The results find that product perspectives, Mean product perspective is 4.28 and S.D=0.66. Based on the food taste is important, food quantity affecting purchasing decision, beautiful containers of food and food safety is important. Mean price perspective is 4.12 and S.D=0.74. Based on price is a factor in making a purchase decision, food quantity is a worthiness, food quality with reasonable price and price is acceptable. Mean of place perspective is 3.94 and S.D=0.73. Based on comfortable travel location, leisure environmental location, the restaurant decoration is beautiful and restaurant has internet access. Mean of promotion perspective is 3.71 and S.D=0.85. Based on restaurant has online advertising, restaurant has regular promotions, service while customer use the service and restaurant provides customer experience. The results of customer satisfaction for new product development are Mean=4.17 and S.D=0.67 Mean product perspective is 4.18 and S.D=0.67. Based on the taste of chicken meat, side dishes are appropriate, food quantity is appropriate and good food decoration. Mean price perspective is 4.30 and S.D=0.63. Based on price is a factor in making a purchase decision, food quantity is a worthiness, food quality with reasonable price and price is acceptable. Mean of place perspective is 4.22 and S.D=0.63. Based on comfortable travel location, leisure environmental location, the restaurant decoration is beautiful and restaurant has internet access. Mean of promotion perspective is 3.98 and S.D=0.76. Based on restaurant has online advertising, this menu has regular promotions, service while customer use the service and this menu provides customer experience.

Productivity Improvement of Carton Manufacturing Industry by Implementation of Lean Six Sigma, ECRS, Work Study, and 5S: A Case Study of ABC Co., Ltd.

Abstract: The objective of this study is to improve productivity by means of lean six sigma, ECRS, work study, and 5S in carton manufacturing industry. The study was conducted from November 2017 to August 2018 from a case study of ABC Co., Ltd. The data were collected from managers and supervisors and the problems were analyzed by brainstorming, cause and effect diagram, and pareto chart. Referring to the results, it was found that production problems occurred from a delayed process in cutting and Die-cut department, messy area in warehouse, delayed and erroneous transportation. Considering the measurement process, the measurement method could be changed from using hand to using pattern. The standard time was then reduced from 21.17 minutes per 100 pieces to 18.10 minutes per 100 pieces, accounting for 14.50 percent of improvement. The lost cutting time was caused by excess movement of worker while sitting and working. So, when the movement was changed from sitting to standing, the worker felt less exhausted and could reduce the standard time from 19.32 minutes per 100 pieces to 15.05 minutes per 100 pieces, accounting for 22.10 percent of improvement. The messy in warehouse had caused erroneous retrieval as well as delayed and erroneous transportation. Once it was improved by cleaning, classifying products and areas with sign boards, the results showed that the cost of loss was reduced from 45,900 THB per quarter to 21,600 THB per quarter, accounting for 52.94 percent of improvement. Employee satisfaction level was increased from 3.20 to 4.60, accounting for 43.75 percent of improvement.

The Effects of Environmental Management System towards Company Financial Performance in Southern Region of Peninsular Malaysia

Abstract: Environmental concern and issues has been rising rapidly in the current industry. This has caused Malaysian firms now to put their focus on environmental issue and green technology. However, besides on focusing on produce more green product, firms should also focus on how to manage. Environmental Management System (EMS) is the suitable tool for an organization to manage their environmental issues and improve environmental impacts. This study presents evidence of company’s performance which certified with ISO 14001. Despite the resources needed for EMS is high, there are few benefits include improving firm's production performance and reducing cost which will leads to enhance overall performance. Three companies certified with ISO 14001 were interviewed to obtain the response and opinions on the effects of implementing EMS within their organizations. Results shown that organization implemented EMS received many benefits and improvement. Although the cost of implementing EMS is high, the research still obtain positive results from companies with EMS. Based on the results received, it can conclude that EMS is the tool for organization to manage and overcome environmental issues and improve environmental performance. At the same time, companies are able to improve their overall performance other than only environmental. It is hope that this study able to encourage more Malaysia firms to implement EMS.

Fabrication and Properties of Collagen and Polyurethane Polymeric Nanofibers Using Electrospinning Technique for Tissue Engineering Applications

Abstract: The present study introduces a nanofibers skin patch comprised of collagen and polyurethane polymers. Belonging to the family of biodegradable polymers, they can be mixed with various drugs, degraded at the wounded area, whereby the drug is gradually released into the wound. The characterization of nanofibers were identified using mechanisms such as SEM, FTIR, and tensile test. The results of SEM analysis indicated that all the fabricated nanofibers have a proper and uniform morphology. FTIR spectrum for collagen and TPU revealed various factor groups including N-H group with hydrogen bond, CH2 group, (C=O) carbonyl group, and carboxyl group (COO) for collagen. Furthermore TPU spectrum demonstrated a broad peak for N-H group, the symmetric and asymmetric stretching for CH2 group as well as carbonyl group (C=O) peak. In addition, a tensile test examined the mechanical properties of nanofibers with and without loaded natural honey, indicating that the use of natural honey in the structure of nanofibers decreases the maximum stress at break point.

The Role of Muslim Tourist Satisfaction as a Mediating Factor in the Relationship Between Islamic Attributes of Destination and Service Quality on Desination Loyalty

Abstract: Muslim traveler is expanding and their travel expenditure estimated about USD 300 billion in 2026. As a Muslim country and have the most Muslim population in the world, Indonesia has less sensitivity to the Islamic destination and become ranking third in the Muslim tourist destination. However, their satisfaction on Islamic attribute and service quality toward destination have never been studied. Thus, this research study intends to investigate the tourist satisfaction as a mediating variable in the relationship between the Islamic attributes, service quality and destination loyalty among Malaysian Muslim tourists in the Padang city. A convenience sampling was implemented to gain the primary data of 160 Malaysian Muslim tourists visiting Padang city and only 119 usable replies. Data was analyzed using Partial Least Squares (PLS) structural equation method. The result showed a positive and significant influence of the service quality, the Islamic attributes and the tourist satisfaction on loyalty destination. The results also established that tourist satisfaction were positively and significantly influenced by the service quality and the Islamic attributes. This finding suggests that the tourism industry in Indonesia, especially in Padang must provide the Islamic attribute and quality service to the Muslim tourist satisfaction in order to motivate them to revisit Padang.

Abstract: The article studies the formation and development of investment activity in People’s Republic of China (PRC). Special focus will be on the main factors that contributed to the rapid and effective implementation of the investment potential in the country. The subject of the article is the investment activity of the PRC, including measures related to increasing the attractiveness of the Chinese economy in attracting and increasing the investment power of the country. The object of the article is to study the formation and development of investment activity of China. We used theoretical methods of scientific research, for instance - analysis and generalization, which solved the main tasks: analysis of the current state of investment activity of China; study of ways to attract foreign capital into the economy of China and its outflow from China; identification of factors that contribute to the rapid and, most importantly, effective development of investment activity of China. The article analyzes the current state and characteristics of China's investment activity, examines the main ways and means of attracting foreign capital to the PRC economy and its outflow, and identifies the factors that contribute to the rapid and, most importantly, effective development of China's investment activity.

Abstract: The relevance of the study is due to the phenomenon of nonlinearity in the structure and content of the ecological crisis, determined by the impact of scientific and technical achievements of civilization. The nonlinearity of the ecological crisis determines the restructuring of the mass consciousness negative and sometimes even extremist attitude to the population of the developing countries, which are included in the category of the main cause of the crisis. For the first time, in the research, the substantiation of value regulators of nonlinearity of ecological crisis as the main factor of humanitarian approach to demography quality management is carried out as an independent scientific direction. With the help of the leading method of research - socio-philosophical systematization, the theoretical and methodical approach of value regulators’ use of the ecological crisis nonlinearity in the management of demography quality is justified. Theoretical substantiation of value rules of the ecological crisis nonlinearity, determining humanitarian approaches to quality management demographics is made. In this regard, the study reveals the structure and content of value regulators of ecological crisis nonlinearity in the modern world; the relationship of demographic trends with the emergence and expansion of the ecological crisis is established. Based on the results of the study, the humanitarian approach of demography quality management is justified and the effectiveness of value regulators of the ecological crisis nonlinearity in the management of this process is proved. The materials of the article are of theoretical and practical importance for the development of humanitarian models for the transformation of the structure and content of modern civilization population, as well as for the implementation of humanitarian projects to overcome the environmental crisis in developing countries.

Abstract: The article considers a new model of professional agricultural education for developing learners’ innovative potential within a multilevel education system. Before developing this new model we made a thorough cultural-historical analysis of educational concepts underlying educational activities of a German classical university (the paradigm of autonomy) and an American university (a heteronomous paradigm). The research allowed to determine the methodological approach to the development of an educational agricultural cluster. It was done by active participation of Tomsk Agricultural Institute.  The study of the problem allows us together with agribusiness, institutions of secondary vocational education, and rural comprehensive secondary schools to propose a range of integration measures. All above mentioned institutions also took an active part in the formation of the educational agro-industrial cluster.  We then determined the strategy of the cluster development and specified the functions of Tomsk Agricultural Institute to coordinate the work of all structural departments responsible for professional training of specialists interested in innovative activities in the agricultural sector.

Abstract: The relevance of the article is connected with the need to develop new approaches to the management of engineering services in the real sector of the economy. The purpose of the article is to determine the impact of engineering services on the parameters of the ecosystem’s innovative development based on generalization of trends in the development of the service sector and economic and mathematical modeling. The relevance of the use of algorithms, methods and technologies for the development of engineering services in Russia is shown. The article presents the main provisions of engineering services’ sphere, describes the trends in the development of the service sector and component and factor analysis is conducted to identify the impact of engineering services on trends in the real sector of the economy. The materials of the article can be used in the development of measures to improve the efficiency of the sphere of engineering services in the innovative economy, taking into account economic trends and achieving sustainable development of the economic system.

Abstract: The objective of this paper is analyzing information threats arising for the contemporary society during media globalization. Currently, the most important driver for media environment management is globalization processes. Methodological basis of the research is formed by the comparative law, systemic and structural, logical and semantic analysis. As the empirical basis of the research, secondary data of Russian and foreign researchers, statistical data of the state agencies were used. In the work, a number of methodological aspects of studying the media environment have been analyzed. Classification is given of information threats emerging in the media environment. The state management of the Russian Federation aimed at neutralizing any arising information threats is discussed. As the most important measure for countering the information threats, the authors suggest improving the level of education of media environment users both in the sphere of natural sciences and humanities. The results of the research are of interest for specialists dealing with problems of media environment management and globalization.

Abstract: The relevance of the problem is associated with the progressive development of our society. In addition, the relevance is due to the shortcomings of legal, organizational anti-corruption, especially in the social sphere. The purpose of the study is to develop proposals to minimize grassroots corruption. The quality of life of people, their material and moral well-being depends on the achievement of this goal. The key research method is the method of analysis of the current social legislation. This article is prepared using comparative research methods and thus it is aimed at developing proposals for combating corruption and legal support of the social function of the state. The practical significance of the article lies in the fact that it reveals the possibilities of legal regulation of anti-corruption combatting, as well as the elimination of the causes and conditions that determine the level of corruption in the social sphere. In addition, the work reveals the essence of legal and organizational support of anti-corruption combating; the types of organizational and legal means involved in the mechanism of ensuring the social function of the state are defined.

Abstract: The purpose of this article is to model the space of network integration in a geographically-localized market for general education services in the form of abstract models and pragmatic models. The leading approach to the study of this problem was the method of systematizing and summarizing the data, standardized interviews, expert judgments, harmonizing expert estimates, interpreting the results of the study, which made it possible to develop scientific and methodological tools for applying the theory and practice of network interactions in the education system. Results of the study consists in expanding capability process approach for modeling integration in the form of a network at geographically localized general education services market, on the basis of a three-dimensional second paradigm 'abilities, skills - integration - technology". The article describes two types of subject-object relations models: abstract (static) and pragmatic (dynamic). The authors of the article note that simulating the network integration space will remove organizational and technological barriers for its participants and build coordinated economic and information and communication links around each student, “successful” and “unsuccessful”. The materials of the article are of practical importance for educational organizations of the general education system, introducing various forms of organizational integration.

Abstract: The relevance of the study is determined by the search for approaches to solving the demographic problem, as the grounds for the development of society, focused on the preservation of the biosphere and man. For the first time, based on the materials of this study, the substantiation of population policies' humanitarian priorities in the structure of ecological values of modern civilization is made as an independent scientific area. In the process of implementing the leading research method – monitoring the priorities of demographic strategies in the structure of environmental values, the advantages of the humanitarian nature of these processes are established and the scientific and practical inconsistency of growth limits concept in relation to the population of developing countries is proved. Based on the results of the study, for the first time an attempt was made to theoretically substantiate the humanitarian priorities of population policies aimed at overcoming the trends of growth limits concept. In this regard, the study established and disclosed the evolutionary nature of population policies in the modern world; geopolitical trends of the concept of growth limits are defined. Based on the results of the study, the model of humanitarian priorities of population policies is substantiated and their effectiveness in the development of environmental values’ structure is proved. The materials of the article are of theoretical and practical importance for the design of innovative approaches to improving the quality of demography.
